Chan Kei Biu is an electronics engineer and businessman. He briefly studied at St. Paul’s College, leaving for Britain after his secondary 3 year in 1965. He obtained his doctorate in 1972 at Queen Mary College (now Queen Mary, University of London) for his thesis on fibre optic communications. After a brief foray into postdoctoral research, Chan returned to Hong Kong in 1973.

Initially producing electronic watches and telephones, Chan established his own business in 1982. In 1986, he established Surface Mount Technology, which, as its name suggests, specialises in circuit board manufacturing and assembly. Between 2003 and 2011, he chaired the Hong Kong Electronic Industries Association (HKEIA). In 2004, seeing the European Union tightening its environmental regulations, Chan set up the Hong Kong Green Manufacturing Alliance to monitor changing environmental policies internationally. That same year, Japan banned lead solder. Chan was among the first to research implementing lead-free soldering in Hong Kong, giving him a head start.

Chan has taught as a guest professor at the Guangdong University of Technology and as an adjunct professor at the Hong Kong Polytechnic University and at City University. He was awarded the Medal of Honour in 2008. He has said he enjoys the unlimited possibilities industrial development has to offer, allowing him to put his enthusiasm for technological research into practice.
