David Leung was the second headmaster of St. Paul’s College Primary School from 1970 to 2001, overseeing its relocation to Hill Road in 1993.

Leung was au fait with the Sheng Kung Hui (SKH) from a young age and was an alumnus of St. Paul’s English PM School (now St. Mark’s School) and New Asia College. As headmaster, Leung placed emphasis on his students’ English abilities. He set the Primary School on a distinct yet complementary course relative to the College, adapting the pre-war eight-class curriculum: teaching fully in English by Primary 5, preceded by two years of gradual transition.

In addition to his educational work, Leung’s other passion is social work. He once edited the English edition of Echo, an SKH journal. In 1999, Leung chaired the Central and Western District’s Schools Liaison Committee, and he has also done teaching work for the Chinese YMCA. He was awarded the Medal of Honour in 2000.
